   Joey has been in the industry for over 30 years. He has extensive experience developing comprehensive right-of-way programs, managing and leading teams of professionals throughout the project delivery process and successfully achieving the goals and objectives of his projects and clients. Joey is an industry expert with project scoping and contract negotiations, plan development and implementation, sub consultant procurement and management, client and stakeholder relations, community outreach, and budgeting and contract administration. He has the technical expertise and administrative guidance to develop and manage right-of-way programs for large scale, multi-faceted infrastructure projects. In addition to Joey\'s extensive experience and knowledge of federal, state, and local laws, he also has a comprehensive understanding of alternative delivery, risk management, and innovative strategies. Mr. Mendoza specializes in transportation and transit oriented projects from early inception of the initial planning phase, through environmental approval, engineering design, construction coordination, and project closeout. Joey has delivered major projects including I405 Improvement Project, SR 91 CIP and I215 Bi-County Gap Closure among many others.
