ABOUT JOEL ODURO
I’m a Lead/Senior Business Analyst specialising in operating model (TOM) design, requirements engineering, and process improvement across complex, multi-stakeholder environments. I work at the intersection of business and technology to translate strategic intent into clear requirements, measurable outcomes, and deliverable change. In recent roles I’ve led end-to-end analysis across change portfolios, including- Target Operating Model development (as-is maturity assessment, to-be design, phased implementation and success criteria)- Requirements elicitation and management (workshops, interviews, traceability, user stories, prioritisation and change control)- Process mapping and process architecture (BPMN/UML, as-is/to-be, cross-functional dependencies)- Testing and implementation readiness (supporting test plans, UAT refinement, transition into BAU)- Data and MI (dashboards, KPI reporting, decision support using Excel/VBA, Power BI and SQL)I’m particularly interested in public sector transformation where better services depend on stronger operating models, user-centred design, technology implementation, robust governance, and evidence-led decision making. I’m comfortable engaging everyone from front-line users to senior sponsors, and excel at bringing structure to ambiguity—aligning people, process, data and technology to deliver outcomes.Core tools and methods: TOM/Capability modelling, Lean continuous improvement, JIRA, Confluence, Agile/Waterfall (hybrid), Miro, Visio, Signavio, Microsoft 365, business case development, stakeholder management, ServiceNow, requirements engineering, Azure
