Joe Keane is Vice President and Principal Program Manager at HDR based in the New York metropolitan area. Joe has a Bachelor’s degree in Civil Engineering and a Master’s degree in Structural Engineering. Joe is a licensed Professional Engineer in New York.and New Jersey and has 40 years of related engineering experience, 34 years with B&T BU. Joe served for 15 years as Chief Engineer with TBTA and MTA C&D and since 2019 as Senior Vice President & Chief Engineer of the B&T Business Unit responsible for managing the B&T BU and directing the development, management, and execution of the B&T BU $7+ Billion Capital (10••••24 and Sandy) and Operating Programs to ensure the TBTA facilities remain in a state of good repair, are upgraded to meet current transportation standards, and improved where possible to enhance regional mobility. Joe previously worked at NYCDOT in the Street and Highway Design group.Joe is a recognized industry leader in transportation whose advice is sought by leaders from other transportation agencies. Joe has in depth expertise in complex bridges, vehicular tunnels, toll facilities, alternative delivery and a wide range of related engineering and construction disciplines. In 2016 Joe was awarded the Chairman’s Award by the American Council of Engineering Companies of NY for his dedication as a tireless advocate and recognized expert in the built environment and construction industry of New York.
