Diversified senior management experience in design and construction as a team for public and private development projects. Work history includes project management of all phases of heavy civil/systems design and construction. Personal responsibility and accountability include the development/oversight of design-build, general contractor-construction manager (GC/CM), best value, and design-bid-build procurement packages in heavy civil (including underground construction), vertical, and systems work. The past thirty-two years have included assignments as Deputy Executive Director, Executive Project Director, Project Director, Construction Manager, Resident Engineer, and Design Manager of major transit projects for all phases (e.g, design through start-up/commission testing). These projects include a variety of construction techniques for all major transit facilities (e.g, at-grade, elevated, and subterranean) in Portland, Oregon and Seattle, Washington. Lead responsibility to oversee the civil/system integration for all elements associated with traction electrification, signals, communications, and the procurement of light rail vehicles. Served a lead role in start-up/commissioning of train control, building management, and fire/life safety systems (including quality assurance and integration of associated software and network systems). As a Deputy Executive Director and Executive Project Director, I have been involved in negotiations with contractors and consultants (design and construction) and I have participated in several informal and formal DRB hearings. I have participated at several mediation hearings and an arbitration hearing. I have also been involved in collaborative and simultaneous negotiations with multiple stakeholders including federal, state, and local-jurisdictional partners (e.g, permitting agencies, public/private utilities, state/local transportation agencies, railroads, university, cemetery, zoo, and neighborhood associations).
