Throughout my career as an executive leader within several federal government agencies and in the United States Air Force, I have directed the construction and management of high-performing organizations that delivered business, cultural, and technical excellence in finance, human resources, administration, information technology, procurement, and other areas with enterprise impact. Since 2016, I have served in successive roles as a Chief Operating Officer and Chief Human Capital Officer. In these positions and in executive leadership capacities in the Departments of Justice, Defense, and Homeland Security, I have leveraged a strategic perspective, financial acumen, and skilled change management in accelerating the performance of large, federal government divisions with diverse constituents and competing priorities. The Library of Congress provides Congress with objective research to inform the legislative process, administers the national copyright system, and manages the largest collection of books, recordings, photographs, maps and manuscripts in the world.I was appointed to lead the enterprise human capital strategy and talent operations vision as strategic partner and advisor to more than 3,400 C-level leaders, managers, and line staff. I head a multi-tiered organization of 60 leaders and line staff facilitating the delivery of best-in-class programs in human capital planning, talent management and policy, workforce engagement, learning and development, labor union relations, and people services. Additionally, I head matrixed teams in talent acquisition, HR systems, compensation, organization development, and diversity, equity, and inclusion (DE & I), and own a large combined CAPEX/OPEX budget. Key achievements:Architecting a people roadmap that transformed the workforce culture, common values, and cohesion by working across our leadership to align HR processes, elevate people systems and support, and boost our appeal as an employer of choice.Embedding HR as a central component of the strategic dialogue, including the definition of our core pillars, service portfolio, SLAs, and KPIs, with advances in manager commitment and transparency.Strengthening internal alignment between workforce composition, competency growth, engagement, and OD goals via a digital transformation of the talent management framework.Cultivating collaborative labor relations around hiring and performance management, and supporting collective bargaining efforts.Playing an integral role in migrating the Library to 100% remote work at the onset of COVID-19.Deepening the talent pipeline via a robust DE & I framework including internship, fellowship, and high school work-study programs and internal programming.Promoting and developing several HR team members into elevated roles.
