ABOUT JOE BELFORD
As the Solutions Architect leading AT & T’s Privacy & Consent domain, I’ve stepped into a critical role shaping large-scale privacy solutions for more than 100 million customers and millions of businesses. I serve as the primary architect guiding digital consent capture, state and federal compliance initiatives, and enterprise-wide platform migrations across Wireless and Fiber. My work includes delivering solutions for DSAR workflows, FCC-mandated consent migrations, GDPR-compliant employee processes, privacy cookie interoperability, and modernizing the Privacy Center to improve customer transparency and experience.Over the past year, I’ve earned recognition for stepping up as the domain’s architectural lead during a major transition—maintaining continuity, rebuilding institutional knowledge, and driving cross-team clarity. I launched the City Planning forum to align engineering, privacy, legal, and product teams, which has quickly become a cornerstone for strategic planning and execution. Colleagues describe my leadership style as steady, collaborative, and impact-driven, with an ability to simplify complexity and advocate for the right long-term outcomes. Before focusing on privacy architecture, I designed cloud, network, and data-driven solutions across AWS, Azure, VMware, ServiceNow, and enterprise IAM systems. My earlier work includes leading a $34M State of Texas infrastructure engagement through a SOC 2 Type 2 audit, deploying high-availability ESXi environments, integrating Okta with AWS, and contributing to large-scale wireless and 5G engineering initiatives—including the design of a DAS system that helped secure a $200M international contract.I’m passionate about building scalable, privacy-forward systems that balance customer trust, regulatory compliance, and business innovation. Always happy to connect about cloud architecture, privacy engineering, or complex system design.
