ABOUT JENNIFER LYNCH
System-level higher education leader advancing strategy, policy, and cross-sector partnerships. As Associate Vice Chancellor for Education and Engagement at the University System of Maryland, l lead initiatives that support the USM strategic plan through align priorities and high impact practices. The University System of Maryland includes 12 institutions including R1 research universities and historically Black institutions. The USM serves more than students with an annual operating budget exceeding $7 billion. I oversee a multi-million-dollar portfolio of federal and philanthropic grants and work closely with state agencies, legislators, and institutional leaders to design and implement scalable, statewide solutions. My work is grounded in building “systemness” by creating shared frameworks and coordinated strategies that extend beyond individual campuses to serve broader public goals. My team coordinates several system and statewide councils, stakeholder groups, and advisory councils including the Associate of Arts in Teaching Council; the Maryland Education Deans Council; the USM Education Deans Council; the USM Civic Education and Community Engagement Council; the Maryland Computing Center for Education Steering Committee and Advisory Council; and the USM Alternative Educator Licensure Consortium, Governing Council, and Advisory Council. I lead the development of several first-of-their-kind initiatives, including a systemwide alternative teacher licensure consortium and a Board of Regents led civic education data strategy. In addition, I supervise the development of the USM\'s statewide early college strategy and the Maryland Computing Center for Education. I recently designed and executed the strategic reorganization of the Maryland Computing Center for Education to align with emerging K-12 workforce needs. I am known for bringing together diverse stakeholders, navigating complex governance environments, and advancing initiatives using innovative practices.
