To lead the coordination between different departments to finalize the seasonal work locations and order of construction for grind and pave program of arterials, collectors and neighborhoods roads based on the current existing conditions To prepare the work schedule for the pavement operations package including milling, paving, base repair, patch paving, manhole raising and crack sealing Lead to prepare RACI diagram for the role responsibilities, plan and acquire resources including manpower (150 employees), material and equipment (125 Pieces), manage vacations, quality assurance and training plan To lead the process of hiring as a hiring manager for the recruitment of the seasonal and permanent staff To carry out capacity analysis, set up of the daily production targets, long term equipment planning, succession training, continuous improvement and culture team building Coordination to provide prior communication to citizen before the construction, arrange OSCAM permits, ensure work safety & OHS and Environment compliance Lead to monitor site productivity, quality, cost, update schedule and manage the capital and operation budget Managing inquires related to pavement operations including vibration compliant, citizens inquiry, council inquiry, road ban/permit and site walkouts with other departments Supervision of a team of technologist, inspector and field supervisors including setting up performance expectation, performance review and evaluation in the end of the season Carrying out safety inspections and talk, root cause analysis for the incidents and implication of preventive actions Managing the HR related issue with CSU 052 & CUPE Local 30 employees including applying appropriate discipline in coordination with labor consultant and in accordance to the collective and working relation agreement with union Coordination to ensure seasonal equipment maintenance and participate in the review / lessons learned meetings for future planning
