Jim Keffer is the Vice President for Future Warfare Concepts & Cyber at Lockheed Martin Government Affairs (LMGA) where he leads Lockheed Martin\'s interactions with senior U.S. government leaders associated with future warfare concepts and cyber policy, programs, budgets and operations. He also engages with LM business-focused and technology-related units and communicates U.S. government priorities across the corporation. He began \"Keffer Consulting LLC\" after his military career as an Air Force 2-star general officer and Chief of Staff, US Cyber Command as well as the US Air Force\'s senior ranking career intelligence officer. He provides his expertise in cyberspace operations management, ISR, intelligence collection/analysis, leadership, strategy, international engagement and organizational optimization to a wide variety of customers. He has an active Top Secret/SSBI/SCI clearance with Counterintelligence polygraph. As the Chief of Staff, US Cyber Command, he served as the command’s principal staff officer to the 4-star Commander and led the staff directorates (900+ personnel) in the operations and defense of specified DoD networks and prepared them to conduct full spectrum military cyberspace operations. He also served as the Deputy Chief of Staff for Intelligence, Reconnaissance and Surveillance at HQ US Air Force; Deputy Director for Intelligence, Multi-National Forces Iraq (Baghdad); Senior Military Assistant to the DoD Under Secretary of Defense (Intelligence); and Air Attaché to Austria, Slovakia and Slovenia. He also served as the Commander, Air Force Intelligence Analysis Agency. Jim commanded at the squadron, group, wing and agency levels with the largest being a worldwide intelligence and cyberspace wing. He served as the Deputy Chief of the Central Security Service (aka “military portion” of the National Security Agency (NSA)) overseeing joint military members conducting global cryptologic and cyberspace operations, reporting directly to the Director, NSA.
