About Jim Hearns

I have over thirty years experience in state government policy and budget analysis, performance auditing, program evaluation, health care management, and University teaching and student advising. Since 2008, I have served as the Vice President of Professional Services for Class Measures Inc, an educational consulting firm. In this capacity, I\'m responsible for school and district reviews across the United States. Before working for Class Measures, I served for almost a decade as a Senior Policy Analyst for the Senate Post Audit and Oversight Committee of the Massachusetts State Senate. In that capacity, I performed a number of performance and policy audits, including an audit of the commonwealth’s Division of Inmate Training and Education. This was a comprehensive review of the state’s adult correctional education programs administered by the Department of Correction. I have also performed extensive policy reviews of the Massachusetts health care system for the State Senate on subjects such as hospital mergers, state employee health care costs, and the distribution of primary care physicians. I\'m also a former member of Executive Committee of the National Legislative Program Evaluation Society and served a term as the editor of the Society\'s newsletter. From 1982 to 1996 I served as an Adjunct Lecturer in Health Management at University College at Northeastern University. I also acted as an Academic/Registration Advisor for University College for fifteen years. I earned his Bachelors Degree in Business from Boston College and hold a Masters Degree in Business from Suffolk University.
