Provide input to regional and national policy discussions relating to towing vessel regulations and 46 CFR Subchapter M regulations. Resolve towing vessel safety program and policy conflicts by providing interpretation and explaining concepts to senior government and industry officials, inspectors, and vessel crews. Develop and submit program budget requests, and manage program allotted funds. Review and provide recommendations on Quality Cases, Appeals, Waivers, Exemptions, and Equivalencies submitted from units to program management. Conduct third-party organization oversight and recognized organization oversight and provide guidance to districts, units, and other organizations.
