ABOUT JESSICA JOLY HÉBERT
I am an international lawyer, member of the Quebec Bar (2013) and Paris Bar (2025), combining international practice and academic work. I have worked on a range of international disputes in front of international courts and tribunals (investor-State dispute settlement, inter-State disputes and advisory work) and presently act as Counsel with Savoie Arbitration, a boutique firm specialised in international dispute resolution. I am also completing a PhD on consent and the law of State responsibility at Paris Nanterre University.Experience as counsel includes- Counsel to Latvian investors in an ICSID claim against Norway in respect of the expropriation of snow crab licences brought under the Latvia-Norway BIT- Counsel to foreign investors in ICSID claims under the Belgium-Luxembourg-Rwanda BIT and UAE-Rwanda BIT in respect of the expropriation of a gold refinery in Rwanda- Counsel to Romania in the defense of two UNCITRAL claims arising under the Canada-Romania BIT and US-Romania BIT concerning a request for compensation and restitution of film production studios- Counsel to Ukraine regarding allegations of genocide under the Convention on the Prevention and Punishment of the Crime of Genocide v. Russian Federation at the ICJ- Counsel to the Commission of Small Island States (COSIS) in connection with the request for an advisory opinion submitted by COSIS to ITLOS on climate change and international law
