ABOUT JESSICA SLATON CARROLL
Jessie Carroll, PE, PTOE, PMP (Chicago), has been named CDM Smith\'s Midwest Transportation Design regional team leader. Most recently serving as project manager for NAU Transportation, she has led multidisciplinary teams and fostered collaboration across regions. Jessie is passionate about mentorship and helping staff grow, developing early-career professionals into future leaders. Based in Chicago, she has built strong connections throughout Illinois, Indiana, and Michigan, creating a people-first, inclusive culture for the Midwest Transportation Design team.A senior transportation engineer with over 27 years of experience, Jessie joined CDM Smith in 2019 and serves as a senior project manager for the firm. She brings experience working across the U.S, including Colorado, Michigan, Indiana, Kentucky, Wisconsin, Texas, California, Florida, and throughout Illinois. A noted expert in modern ITS solutions, Jessie has maintained major roles in some of the mid-west’s most high-profile projects or programs. She previously assisted the Illinois Tollway with oversight of the ITS design for the I-294 Central Tri-State Reconstruction and served as the project manager for the Kane County Division of Transportation Systems Operations, that improved the reliability of KDOT’s ITS infrastructure to support a new arterial operations center. Currently, Jessie is serving as the ITS Lead for the Illinois Tollway Authority Traffic Engineering Consultant, where she is working on key initiatives such as the Tollway’s connected vehicle pilot, the 5-Year ITS Strategic Plan, and evaluation of third-party data to support traffic operations. Already engaged in or advising several ITS efforts for the firm, Jessie looks forward to helping our team continue to implement innovative ITS solutions and grow this service as part of our overall design practice. Specialties: Her transportation engineering experience includes ITS design and implementation, conceptual and final geometric design, traffic signal warrant analysis, traffic forecasting, preparation of final construction documents, cost analysis, and highway capacity analysis. Her transportation planning experience includes preparation of environmental assessments, preparation of environmental impact studies, traffic noise impact analysis, alternatives evaluation, and public involvement.
