I am a strategic monitoring, evaluation, and learning (MEL) leader with over a decade of experience designing and implementing evidence-driven solutions across global development, counterterrorism, and international security programs. As a graduate of the Master’s in International Policy Studies program at the Middlebury Institute of International Studies at Monterey, with concentrations in Human Security and Development and Conflict Resolution, I bring a strong academic foundation paired with extensive field and policy experience.My work spans complex, high-impact environments, including post-conflict and fragile settings, where I have designed and led qualitative and quantitative research efforts—ranging from large-scale surveys to in-depth key informant interviews with vulnerable populations. I specialize in translating data into actionable insights, applying innovative and traditional evaluation methodologies (including outcome harvesting, randomized control trials, and most significant change) to support adaptive management and evidence-based decision-making.Currently serving as a Senior Technical Advisor and Team Leader supporting the U.S. Department of State’s Bureau of Counterterrorism, I oversee global evaluations and guide multidisciplinary teams through the full evaluation lifecycle—from scoping and methodology design to analysis, reporting, and strategic recommendations. Throughout my career, I have built monitoring and evaluation frameworks, led capacity-building initiatives, strengthened data governance systems, and advised senior leadership on aligning programming with strategic priorities.In addition to my technical expertise, I bring strong program management, compliance, and training experience, having managed multimillion-dollar portfolios, mentored international teams, and led cross-functional collaboration between headquarters, field teams, and stakeholders. I have also contributed to high-value business development efforts, supporting proposals exceeding $50M by leading data calls, coordinating across teams, and authoring extensive past performance and technical content.My regional and research expertise includes post-Cold War policy, conflict dynamics in the Middle East and Africa, and gender studies. I also have experience working on programming in South and Central America, Eastern Europe, and South Asia. I am passionate about advancing human security, strengthening institutional effectiveness, and driving meaningful impact through rigorous analysis, inclusive approaches, and strategic leadership.

   Contractor+ Oversee a team of specialists developing large-scale evaluations focused on assessing impact ofcounterterrorism efforts for Department of State stakeholders+ Review and adaptively manage full spectrum of the evaluation process, from determining initial needs, to document review and introductory meetings with program staff, to selecting the evaluation approach and methods, to synthesis, and creation of recommendations.
