Jessica Dougherty is a cultural resources professional with over 19 years of experience conducting intensive archaeological survey, excavation, and testing across the United States, as well as in the Commonwealth of the Northern Mariana Islands. She has extensive experience in National Register nominations, Section 106 and 110 of the National Historic Preservation Act (NHPA) compliance, project management, running field work crews, drafting National Environmental Policy Act (NEPA) documents and Integrated Cultural Resource Management Plans (ICRMP), drafting survey reports, Programmatic Agreements (PA), writing health and safety plans, drafting budgets and proposals, and conducting public outreach.She has worked for a wide variety of clients, including the U.S. Forest Service, the U.S. Bureau of Land Management, the U.S. Military, the U.S Federal Emergency Management Agency, the U.S. Department of Energy, Idaho Power, and Pacific Gas and Electric. She has worked on drafting Programmatic Agreements, Memorandum of Agreements, and is spearheading the construction of a cultural resources GIS database for the DOE.She is consulted on all cultural resource matters as one of a team of two cultural resources SMEs on the contract.
