About Jesse Fries
Passionate, intellectually curious attorney licensed in Pennsylvania (2021). My previous position centered on providing holistic representation and consultation to students on Penn State University\'s Commonwealth campuses. Recent practice focused on state regulation of public utilities and review of proposed solar projects. This work included work with other staff to streamline and standardize the process for review of merchant power plant applications. Past experiences include: four years as a client focused, litigation oriented public defender; two years as a general practitioner with focused work in estates/probate and municipal law; a semester-long clerkship with Kentucky Supreme Court Justice Dan Venters requiring legal research and opinion drafting; and work with the Vermont Law School Environmental & Natural Resources Law Clinic which included legal research, writing, and regular consultations with community partners. I have also assisted local business owners in legal issues surrounding nano/micro craft brewing and distilling, e-business and application development, and the development of ride-sharing applications. As my career moves forward, I look to both foster connections and gain knowledge in the above fields and find new areas of impact, interest, and passion.

Staff Attorney with the Office of Special Assistants (OSA).Per the PUC: OSA provides technical and legal assistance to the Commissioners in all aspects of public utility regulation and enforcement. It is the coordinator of the preparation of final Commission orders. Duties include preparing final orders; reviewing Administrative Law Judge decisions; administering requests for extensions of time to file exceptions and/or reply exceptions to Initial Decisions; and reviewing petitions for rehearing, reconsideration, modification or clarification of final Commission orders.
