Director of Infrastructure & Natural Resources Policy

This job involves taking big policy ideas and translating them into effective, meaningful policy change. I lead Texas 2036\'s work in natural resources and infrastructure policy development, which includes water, energy, and disaster resilience. I designed and initiated several major, data-driven policy projects aimed towards improving state stewardship of our water and energy resources. These include modeling the state\'s economic benefits from an energy expansion, evaluating how water markets promote efficient water use, and, among other projects, assessing the financial strategy needed to address Texas\' long-term water infrastructure needs.Translating big policy ideas into real change requires extensive outreach and relationships with state legislators, agencies, and stakeholders. Here, I testify before legislative committees on water and energy matters, draft comments and recommendations on proposed agency rules, and regularly meet with legislative and state leadership offices to discuss my research, data, and policy recommendations. I also work closely with different stakeholders to share ideas, develop proposals and initiatives, and build coalitions oriented towards achieving policy change. Between the the 2023 and 2025 legislative sessions, I engaged on 112 separate pieces of legislation, testified 40 times before House and Senate committees, and helped with the passage of 45 bills.This job involves a substantial amount of media engagement, including on-camera interviews, meetings with reporters, and developing content. I authored op-eds in several major state papers, including the Houston Chronicle, Dallas Morning News, and Austin-American Statesman, on matters of water and energy. My writing portfolio also includes multiple articles for Texas 2036\'s on-line commentary relating to state appropriations, extreme weather trends, water policy, and energy.
