ABOUT JENNIFER T. ARMER

Ms. Armer has over 20 years of experience as a planner in public agencies, private firms and the non-profit sector. Her work emphasizes an approach that is inclusive and efficient. Her range of experience includes project and program management, CEQA & NEPA review, advanced planning, application processing, transportation planning, urban design, sustainable development, environmental preservation, historic preservation, recycling, public works, public service, data analysis, report writing, webinars and oral presentations. Ms. Armer has authored, edited, and provided quality control for numerous small and large planning, environmental and best practices documents. Ms. Armer’s public agency work includes project review and analysis, management of the Town of Los Gato’s General Plan update, management of Palo Alto’s Individual Review Program, preparation and review of environmental documents, and preparation of planning documents on topics including flood mitigation, disaster preparedness, and storm/wastewater ordinances. As one of the few professionals proficient in CEQA/NEPA review in Rio Vista, she provided comments on all environmental documents for the city. Her work with MHA Environmental Consulting included project management, CEQA/NEPA analysis, contract planning, permit preparation, and public outreach. Ms. Armer’s work in the private and public sectors has given her an in-depth understanding of the details and logistics of city planning and the associated environmental review and permitting process. Her work in the non-profit sector has provided her with a California-wide perspective, and a knowledge of and appreciation for the best practices of cities, counties, regional agencies, and schools across the state. Ms. Armer’s most recent work managing the Planning Divisions of the Town of Los Gatos and City of Palo Alto has proven her ability to manage work and people in a way that enables them to do their best work for their communities, whether the work is Current Planning review or Long Range Planning policy in highly political environments.
