Capital Project Engineer (Supervisor) – City of Red Deer, Red Deer, Alberta (2017- to Date)Capital Projects Supervisor, Major Capital Projects Responsible for leading and managing a team of Project Managers to deliver a comprehensive array of infrastructure projects and initiatives such as roads, traffic and pedestrian signals improvement, utilities, Wastewater Treatment Plant upgrades, building structure, residential development, etc. from project initiation to closeout/handover through the Capital Projects Solutions (CPS) group, within the Engineering Department.• Define project scope, goals and deliverables that support capital project solutions for PMO. • Define and defend business cases to Project Sponsors, and City Council. • Direct resource allocations to support yearly budgets, work plans, and capital project execution. • Communicate capital portfolio management expectations to CPS team members and stakeholders. • Decide on standardized approach and methodology for project delivery.• Decide and resolve escalated issues from the project managers and teams.• Manage and present recommendations for changes to project approaches and methodology.• Review requests for budget changes and make recommendations to the Project Sponsor/Steering Committees.• Effectively manage, consulting, vendor and construction contracts.• Risk identification, developing and mitigating mitigation strategies for cost saving measures• Define project success criteria and manage post-mortems and documentation of lessons learned.• Manage CPS team performance, recruitment, training, and succession planning.• Build, develop, and grow business relationships vital to the success of CPS department and the City.
