Manage and maintain third party relationships related to the acquisition of all consultants procured through the Source-To-Pay Office on an enterprise-wide basis. • Work effectively as the liaison between Guardian hiring managers and the IT and Non-IT Staff Augmentation / Contingent Labor and Offshore Vendors; Non-IT areas include Finance and Accounting, Human Resources, Marketing, Communications, Legal and Administrative divisions. • Consult with hiring managers regarding job and skill-set requirements, budget constraints and review staffing needs. • Develop and implement processes to facilitate consultant requisitions; coordinate interviews for consulting candidates as requested by line management; gather candidate/vendor reviews and provide feedback to vendors. • Ensure that requests are properly bid out and follow governance policies; review justification and transition plans for all domestic consultants. • Negotiate with external vendors to maximize the value and obtain the best quality consultants at the minimum costs. • Track consultant headcount, extensions, new consultant requests, termination dates and attrition, and report same to executives; update and monitor rates, managers, budget codes and projects via Sharepoint. • Act as key liaison between Vendors and Human Resources to convert consultants to full time employment status. • Expertise include: Applicant Tracking Systems (Taleo, iCims); HRIS (Workday - Contract Administrator for Contingent Workforce); Source to Pay Tool for Goods and Services (PeopleSoft eProcurement - Commodity Buyer / Approver for Temporary Needs and Professional Services); Enterprise Service Management Tool (Service Now - IT Staffing Requests, Consultant Onboarding).
