Oversee strategic implementation of STAR’s recruitment, performance management and learning support for up to 150 participants with diverse cultural backgrounds and at various career levels. · Provide technical expertise to internal and external stakeholders on STAR program policies and tools to support implementation of STAR’s hiring, performance management and learning activities. · Liaise with PHI/HR to ensure program compliance with PHI policies as they relate to recruitment, hiring, performance management and termination of participants. · Oversee administration of personnel actions for STAR participants including: salary and level classifications, adjustments, job description updates, fellowship and internship extensions, and terminations in accordance with PHI policies. Serve as a strategic partner to the Program Director in solving program challenges. · Maintain current knowledge of applicable USAID and PHI policies and regulations governing roles and responsibilities of non-direct hire employees, conflict of interest concerns, and related matters, and provide guidance to internal and external stake holders and program staff regarding these issues. Lead annual work planning, budget development and annual reporting activities for participant facing teams. Oversee recruitment, performance management, communications and learning teams.
