Responsible for providing technical support for acquisition life cycle activities for FEMA’s IT Acquisition Division in the Office of the Chief Information Officer. Responsible for program management, strategic sourcing, supplier relationship management and strategic alliances. Analyzes and evaluates the effectiveness of acquisition programs and projects in meeting Agency and Department objectives. Functions as a consultant working with program staff to identify program needs. Coordinates with customers to identify resources, including funding, equipment, facilities and delivery or performance schedules. Develops metrics and establish benchmarks for a variety of activities related to FEMA\'s acquisitions. Assists in the development of requirements analysis, independent government cost estimates, cost benefit analyses and risk assessments. Participates on source selection teams, task groups and technical evaluation teams regarding specific technical aspects of customer programs. Performs spend analysis and identifies strategic sourcing opportunities that would maximize FEMA’s Agency buying power.
