ABOUT JENNIFER A. LAPP

Ms. Lapp is a PMP certified Senior IT Project Manager with over 30 years of experience in IT project management for both the commercial and federal communities. She has experience in providing IT consulting services to government, state, and commercial clients, including over 7 years at the Federal Emergency Management Agency (FEMA)/ the Department of Homeland Security (DHS), 1.5 years with the Department of Defense and 1.5 years with the Drug Enforcement Agency (DEA), with a specific focus on Federal Grants Management, Federal National Preparedness and Financial Applications, full SDLC, Agile, Portfolio Management, PMO & agency level strategic initiatives. Ms. Lapp is experienced in all phases of software life cycle development, from identifying the business needs, to assessing the scope of work in the pre-sales process, to coordinating the contract, to identifying and documenting the requirements, to developing the application, to integrating it with back-end systems, to setting up the training, to implementing the training, to marketing the application, to coordinating the communication and finally to production implementation, and maintenance oversight. Ms. Lapp specializes in standing up an implementation team of senior IT Project Management, Business/Account /Financial Management, Requirements, System Engineers, Database Design, Infrastructure, Development, Testing, UAT, Implementation, Maintenance, Support, Training & Outreach Professionals for the sole purpose of establishing standards/ processes for multiple disparate applications, regardless of the technology, platform, methodology, market, mission and/or stakeholders for both small and large scale software implementation initiatives. Ms. Lapp held a Top Secret Clearance, has an MBA from St. Joseph’s University with a concentration in Marketing, and a BA in Economics from West Chester University with a Minor in History.
