ABOUT JENNIFER FLEMING SEBASTIAN
Jenn Fleming Sebastian is a Housing Finance Consultant with Californian Housing Partnership Corporation. She advises client partners on financial strategies to maximize equity and bond or loan proceeds raised, selection of equity investors, lenders, and underwriters, negotiation of deal points, preparation of financial projections, and assistance in obtaining funding from a large array of competitive programs. Through fall of 2022 was an Senior Affordable Housing Developer/ Project Manager with Mercy Housing California. In this capacity, Jenn worked across all phases of affordable housing development. Site identification, financial feasibility and modeling based on local state and federal sources, design and entitlements, construction and transition to operations. Jenn led her project team on partner selection; community engagement; resident services commitments; and support to asset and property management. Working with internal, external and government partners Jenn has successfully managed funding from programs and departments such as TCAC, AHP, HOME, HOPWA, CDBG, MHP-SH, MHSA, NPLH, IIG, HUD PBV, Shelter + Care, NPLH, and HUD COC. Jenn is a Vice President of the Sacramento Housing Alliance and founding member of the North Sacramento Community Development Corporation. Jenn’s previous housing and community development experience includes her position as the Programs Director for City Heights Community Development Corporation, where she directed the community and economic development programs including Active Transportation, Community Engagement, Economic Development, Workforce Development, Civic Engagement and Resident Self Sufficiency Services. As the statewide Manager of Social Services for Las Palmas Housing and Development/C.A.R.E.S she successfully oversaw more than 65 CTCAC, CDLAC, AHP and HUD funded communities. As the chair of the San Diego Housing Federation’s Resident Services Support Network Advisory Committee she led the development of a regional approach for resident services training and certification. Preceding her work in San Diego, Jenn spent four years working abroad in Bolivia on economic and small business development and community tourism, and in Dubai as the leader of a training and education company.
