I am a policy and systems leader specializing in complex social service reform across housing, Indigenous jurisdiction, child and family services and employment services modernization.My work centres on designing and operationalizing public policy in high-stakes environments by aligning legislative intent, fiscal frameworks, service delivery models, contracts, and governance structures. I lead cross-ministry and cross-sector initiatives that require rigorous problem definition, evidence synthesis, fiscal modelling, and structured engagement to move from concept to endorsed direction.I have extensive experience developing executive-level materials for government, fiscal frameworks, funding models, contract structures, reporting framework and policy redesign options. My approach integrates financial sustainability, legal and jurisdictional considerations, operational feasibility, and implementation sequencing.A core part of my work involves partnering directly with community organizations, Indigenous governing bodies, service providers, and operational leaders to ensure policy direction is grounded in real-world delivery conditions. I translate frontline insight into structured policy analysis and build operational readiness strategies that bridge design and implementation, including change management, risk mitigation, contract alignment, and governance pathways.I design governance models that clarify roles, decision rights, accountability structures, and escalation processes, ensuring that complex initiatives move through endorsement, implementation, and evaluation with discipline and transparency.I bring structure to ambiguity bynclarifying problem statements, identifying policy levers, surfacing risks, and structuring decision-ready options. I see tension not as a barrier, but as an opportunity to strengthen alignment across ministries, communities, and systems.My focus is always the same: ensure policy direction is coherent, defensible, human-centred, fiscally responsible, operationally viable, and capable of delivering measurable impact.
