Acting under Intergovernment Personnel Act (IPA), government manager of SDA\'s Tranche 2 capability development.Tranche 2 Program Manager in the SDA Transportation Cell responsible for overall integration of development efforts of SDA\'s Tranche 2, the organization\'s enhanced warfighting capability. Tranche 2 provides global persistence of advanced tactical datalinks(s) and future proliferated missions- Performs programmatic assessments of complex space systems and architectures - to include but not limited to space segment, ground command and control facilities and systems, launch capabilities and range infrastructure, tactical user terminals, and associated communication networks and links - to identify and characterize system performance, vulnerabilities, and other attributes that potential adversaries may seek to exploit through physical or non-physical access- Provides constructive and quantitative feedback to the SDA Transportation Cell lead on subsystem, system, or architectural-level findings. Works with Integration and other Cell Leads to recommend or investigate potential remediations or mitigations- Plans, organizes, directs, and coordinates significant and complex projects which represent critical segments of major operating programs and which entail a variety of complicating factors, interaction with other engineering specializations, and consideration of the life-cycle of items/ systems- Applies a number of diverse program management techniques, and processes to identify and resolve difficult issues, as well as ensure resolutions are consistent with program objectives, existing policies, and procedures.
