ABOUT JEFFREY MCGARRY

I help organizations prevent targeted violence, insider threats, and workplace harm by advising on behavioral threat assessment frameworks grounded in more than two decades of U.S. Secret Service research and operational guidance.I serve at the U.S. Secret Service National Threat Assessment Center (NTAC), the research and behavioral science component supporting the agency’s protective intelligence mission to safeguard U.S. Secret Service protectees and facilities. NTAC’s work has advanced the behavioral threat assessment model now widely used across schools, workplaces, and government environments to identify concerning behavior, assess risk, and intervene before violence occurs.At NTAC, I lead training, research, and high-risk case consultation focused on targeted violence prevention, workplace violence, and insider threat. My work supports organizations nationwide in operationalizing behavioral threat assessment frameworks helping multidisciplinary teams recognize warning behaviors, evaluate risk, intervene early, and build sustainable prevention capabilities.Since joining NTAC in 2017, I have contributed to national research initiatives, training programs, and operational consultation supporting behavioral threat assessment & management (BTAM) programs across the United States. I currently serve as a Supervisory Social Science Research Specialist, where I:• Lead national research initiatives and co-author federal threat assessment reports informing prevention strategies• Advise multidisciplinary teams implementing threat assessment protocols aligned with national best practices• Consult on high-risk cases, translating behavioral science into operational strategy and coordinated interventionIn 2023, I received the DHS Secretary’s Commendation for contributing to the prevention of a planned school attack through proactive training and coordination with law enforcement and school leaders.I hold certifications in Workplace Violence Prevention (WVTS) and Insider Threat Mitigation (CCITP-F), along with training in behavioral risk assessment tools including WAVR-21 and TRAP-18. I maintain an active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance.My work focuses on translating behavioral threat assessment research into operational threat management programs that help organizations identify risk early, coordinate multidisciplinary response, and prevent violence before it occurs.
