Scholar, administrator, and foreign policy analyst specializing in politics and international security in the former Soviet Union/Eurasia. Author of Russian Foreign Policy: The Return of Great Power Politics (Rowman & Littlefield, 2011) and Empires of Eurasia: How Imperial Legacies Shape International Security (Yale, 2022). Also published in Foreign Affairs, New York Times, Foreign Policy, War on the Rocks, CNN, The National Interest, and other major outlets. Council on Foreign Relations life member.Expertise in fields including great power politics, US foreign policy, US-Russian relations, energy security, strategic planning, the Caucasus and Central Asia, ethnic conflict.From 2011-20, I was a fellow and then senior fellow in the Russia and Eurasia Program at the Center for Strategic and International Studies (CSIS). Before coming to CSIS, I served as an adviser on U.S-Russia relations at the U.S. Department of State as a Council on Foreign Relations International Affairs Fellow. From 2008 to 2010, I was associate director of International Security Studies at Yale University and an adjunct fellow at the Council on Foreign Relations. I have also taught courses on international security, Russia, and Central Asia at Columbia, George Washington, Georgetown, and Yale Universities, and been a research fellow at Harvard, Yale, and Moscow State Universities.
