As a managing partner of a law firm (Ciulla & Donofrio, LLP) and de facto outside general counsel/chief legal officer to three municipalities and multiple construction companies as well as special counsel for 17 other municipalities, I bring the unique background of a legal counsel, entrepreneurial spirit of a business strategist, and charismatic leadership of an effective relationship builder to deliver best-in-class outcomes.I’ve spent the past 30+ years representing businesses and public agencies, financial institutions, construction contractors, telecommunications and technology companies, insurance companies, and service companies in a wide variety of litigation, including business torts, contract disputes, construction law matters, land use disputes, property tax and valuation litigation, and other complex civil litigation. In my daily work, I serve as the general counsel of multiple municipal corporations, providing a broad scope of legal services, strategic planning advice, and interactions with chief elected officials, senior managers and department heads, board and commission members, state and federal agencies, and town staff. Since 2008, I’ve served as the Consumer Affairs Officer for the South-Central Connecticut Regional Water Authority, which provides public water and other related services to 15 Connecticut municipalities. As the Consumer Affairs Officer, I counsel the Board concerning the annual capital and O&M budget, every rate application, large capital projects in excess of $1 million, land disposition and other significant matters. I also testify at all public hearings regarding rate applications, capital projects, and real estate sales. In addition to my broad litigation and government affairs background, I regularly serve as a mediator and arbitrator for construction and commercial disputes. Additionally, I serve as a Special Master in Connecticut Superior Court for real property tax appeals. I thrive on the challenges posed by representing clients in complex matters, the inherent competition in contested matters, and the satisfaction of knowing we provide our clients with the legal services they need at the highest quality, most responsive, and cost-effective manner possible.
