Develop Antiterrorism (AT) policy and guidance for Headquarters (HQ) DLA and all sites which report to HQ DLA. Originates and develops plans, programs and procedures for the performance of security program evaluations in Headquarters and field activities worldwide. Serves as leader of inspection/evaluation teams consisting of security program specialists and mission program specialists formed for the purpose of conducting in-depth evaluations of complex highly-technical programs and projects involving highly classified systems, equipment and materials and functions and processes utilizing a wide variety of security protection methods, including COMSEC, OPSEC, compartmentalization, physical protection, electronic detection, shielding, etc. Assigns team member responsibilities; identifies evaluation methods, techniques and procedures; briefs and trains team members; monitors their work; coordinates in and out briefings with responsible management officials; and, manages all other aspects of the evaluation. Conducts studies, analyses, and projects to develop information, systems, methods, techniques, and advice to Agency and national- level policy analysts on impact of their issuances and areas needing revision. Serves as technical authority and source of expert information and guidance in the specialty areas. Advises Agency managers and Officials on new developments and advances in security processes, methods, techniques, systems, and devices. Plans, conducts, and/or leads projects requiring application of new procedures, methods and techniques to long-standing problems that have remained unsatisfactorily resolved by application of standard, usually accepted methods.

As the nation’s logistics combat support agency, the DLA manages the end-to-end global defense supply chain – from raw materials to end user disposition – for the five military services, 11 combatant commands, other federal, state and local agencies and partner and allied nations.
