ABOUT JEFF LEONARD

Jeff Leonard has nearly 19 years of experience in infrastructure and airport design and construction administration projects. His responsibilities include project management, construction management, construction supervision, pavement and drainage design, EMAS design and installation, pavement evaluation, electrical improvements, project reporting, plan preparation, specification and bidding documents, and cost estimating. Jeff incorporates sustainable design into airfield improvements projects when applicable. He excels at communication and coordination with clients, partnering firms, the FAA, public utility agencies, contractors and airport users.He is experienced in evaluating alternatives to meet safety area criteria including road relocation, EMAS, and the relocation of the runway threshold. Jeff understands the balance of preparing contract documents that minimize the impacts to the airport, while keeping the project constructible. Having worked with many construction companies, he has familiar with numerous methods to complete task and designs elements accordingly.Jeff’s skills include project scheduling timelines that include construction limitations and impacts, estimating construction costs, preparation of Construction Safety and Phasing Plans and daily construction oversight.
