Provide overall direction, management and strategic planning in support of the Port of Seattle’s NorthSTAR Program. Manage and participate in programmatic planning and coordination between the Port of Seattle and lead carrier Alaska Air Group and other Port stakeholders. Act as owner liaison and provide technical resources to facilitate design concept development, scope validation and program level budget and scheduling. Provide support and management of program internal and external media awareness. Guide and direct major project capital development and assure alignment with Program long term capital objectives. Direct and provide leadership briefings and updates, assure scope justification and provide/lead design and construction processes. Manage and direct third tier consultants (design and disciplinary sub-consultants). Develop scope descriptions and provide budget and fee evaluation as well as track and report costs-to-date. Prepare and negotiate contract amendments and A/E service directives. Develop, coordinate and manage program/project component phasing and constructability analysis. Deploy and manage software support tools necessary to identify and resolve scope gaps and project-to-project constraints and linkages. Implement and manage Program cost and budget controls and reporting systems, including risk register, action item lists, trend reporting, cost estimating, earned value analysis and reporting, schedules and scheduling conflict resolution.
