ABOUT JEAN BRUCE KOUA

Jean Bruce Koua is an entrepreneur, policy professional, and community builder working at the intersection of housing innovation, public policy, and youth empowerment.After moving to Canada as an international student and experiencing firsthand the challenges of finding safe and affordable housing, Jean Bruce turned that experience into a mission. He is the Co-Founder and COO of Elev Homes, a community-driven platform focused on improving the off-campus housing experience for students and building solutions that allow them to focus on their academic success and future.Alongside his entrepreneurial work, Jean Bruce serves as a Senior Policy and Data Analyst with the Government of Alberta, where he leads research and data initiatives that support evidence-based policies aimed at strengthening homelessness responses and improving outcomes for vulnerable communities. His work brings together data, partnerships, and policy to support more effective and coordinated social programs.Jean Bruce is also deeply committed to community leadership and civic engagement. He has led ministry-wide initiatives through the United Way campaign as Campaign Chair, helping mobilize colleagues and partners to support community-based organizations and strengthen a culture of giving and collective responsibility.In recognition of his work advancing housing access, youth leadership, and community impact, Jean Bruce was named one of Alberta’s Top 30 Under 30 by the Alberta Council for Global Cooperation.Whether building new systems for student housing through Elev, contributing to public policy that supports communities, or creating spaces for young leaders to thrive, Jean Bruce believes meaningful change begins when people come together to build solutions that last.
