About Jean Toman

Jean has been Director of Public Relations & Programs with Associated Builders and Contractors Delaware since June 1998. In this capacity, she oversees all association communication efforts, including the website and social media, planning and organizing all the association monthly dinner meetings and eight annual special events. Jean is also ABC Delaware’s Master Trainer in accordance with ABC’s National Center for Construction Education & Research, NCCER, accreditation. As a master trainer, she has trained over 50 craft professionals in the vo-tech schools as well as member company employees and other partnering organizations using NCCER to aid in workforce development thru-out the state. Jean holds a bachelor’s in communication and public relations from the University of Delaware and a master’s in Human Resource Management from Wilmington University, where she is currently an adjunct, teaching in the business and communication departments. Jean began her career as a broadcast journalist at WNRK and WILM radio stations in Newark and Wilmington, Delaware respectively, where she served as a news reporter, assignment editor, afternoon anchor, business editor and talk show host. She also worked at Community Publications for four years, where she was editor of four weekly newspapers, overseeing the start-up for two of the papers. Jean is active in the community, having served on the boards of directors of the University of Delaware Alumni Association, Ronald McDonald House of Delaware, Girl Scouts of the Chesapeake Bay, the Miss Delaware Scholarship Organization and the Claymont Community Center. She is also very active volunteer with the Parish of St. John’s-Holy Angels in Newark, serving in six different ministries. She has also served as a volunteer for the Wilmington & Western Railroad, Heart Ball of Delaware, and Girls Inc,
