Determine qualifications and eligibility of Title 5, Title 38, and Title 38 Hybrid applicants based on Veterans Health Administration (VHA) Regulations, Office of Personnel Management (OPM) Qualification Standards, and Code of Federal Regulations (CFR)- Review organizational charts and position descriptions for accuracy and update as necessary- Conduct job analysis using position descriptions and working closely with subject matter experts on important competencies, skills and knowledge for work performance standards- Perform internal placement actions such as reassignments, promotion and change to lower grade- Conduct external recruitment by developing multiple recruitment strategies utilizing such sources as veteran readjustment, reinstatement, and direct hire authorities- Follow pay administration regulations for appointment of new hires in accordance with the VHA Handbook 5005, CFR, and OPM Pay Setting Rules- Issue appropriate paperwork to potential new hires and track in internal systems (USA Staffing, HRSmart, Vista, SharePoint (Suitability, Staffing Database)- Communicate and advise supervisors and managers on all recruitment matters- Provide great customer service to ensure a positive image of the Human Resource Service is reflected to all customers.
