Responsible for formulating submarine maintenance policies to maximize operating times while maintaining a high level of Force readiness. Responsible for Chief of Naval Operations (CNO) Pre-Availability Management by implementing processes to identify, monitor, and manage pre-planning efforts for assigned submarine CNO availabilities under the operational control of Commander Submarine Force, U.S. Pacific Fleet (COMSUBPAC) and meeting the timeframes required by NAVSEA, including any deviations endorsed by TYCOM and NAVSEA. The impact of this is better availability duration and cost predictability. Responsible for CNO Availability Execution Management by implementing processes to identify, monitor and manage the execution efforts of assigned CNO availabilities under the operational control of COMSUBPAC and ensuring the timely adjudication of new work and other major issues affecting availability performance. In addition, ensures all planned maintenance items are incorporated while maintaining Force readiness at minimum cost. Interacts and directly communicates with internal/external customers and sponsors helping to maintain effective customer relationships, negotiate priorities and identify problems and solutions. Manage Pacific Fleet programs and develop long-range plans for the implementation of the Submarine Extended Operating Cycle (SEOC) program at COMSUBPAC. Responsible for directing and coordinating multi-command interfaces in executing a multi-year modernization program for all elements of Integrated Logistics Support.
