As the Director of the Election Supporting Technology Evaluation Program (ESTEP), an initiative aimed at establishing conformance testing standards for election-supporting technologies used by manufacturers, states, and local jurisdictions across the United States, my responsibilities include developing standards for pilot and certification programs that emphasize usability, security, and accessibility for electronic poll books, electronic ballot delivery systems, election night reporting systems, and voter registration systems.The first pilot we launched was the Voluntary Electronic Poll Book Program, which proved successful and led to the U.S. Election Assistance Commissioners voting to elevate the pilot into a formal certification program.Additionally, I develop communications such as blogs, white papers, various informational materials, and presentations on election technology for stakeholders nationwide. I represent the EAC and the ESTEP program at stakeholder meetings and conferences, offer expert guidance, and suggest policy changes to ensure agility and modernization align with technical advancements while upholding strong security, usability, interoperability, and accessibility practices.
