Jay Biggins brings 20 years of experience in managing large-scale economic development initiatives for private and public clients. Responsible for BLS’s national account corporate relationships, including advising clients on overall incentives and relocation strategies; managing major projects involving complex multi-jurisdictional competitive strategies, and developing innovative new incentives structures to facilitate client objectives. He also serves as an advisor to public sector economic development organizations on incentives strategies, and has served on the editorial boards of CoreNet Corporate Real Estate Leader and Site Selection magazines.
