About Jay Witherspoon

Jay Witherspoon is a Senior Program Manager Director and Advisor for Large and Mega-Large Global Water, City Developments, and Infrastructure Programs. Jay has lived and worked as Senior Program Director in Australia, New Zealand, USA, and United Arab Emirates. Jay has been leading professional technical and project delivery staff for 40 years in total water management services, projects and program delivery services, air emissions and odors assessment, controls and modeling, public outreach, and environmental management systems with CH2M/Jacobs. He also has strong public agencies background in regulatory program management compliance and delivery from both East Bay Municipal Utility District, Oakland CA and the Bay Area Air Quality Management District, San Francisco, CA. He has been named Water Environment Federation Fellow and International Water Association Fellow in 2012. In 2014, he was named an Adjunct Professor for Advanced Water Management Centre at the University of Queensland, AU. In 2018, Jay\'s San Mateo Clean Water Program was awarded Jacobs\' Master Builder Program of the Year. Jay is a Board Certified American Academy of Environmental Engineers in Water, Wastewater and Air Quality Sectors since 2007.Jay’s specialties include; Program Management Advisory and Delivery Services, Total Water Sustainability Strategies and Technology Innovations, Air Quality Assessments, Controls and Measurements, and Public Communications and Outreach Services - from thought leadership, planning, technical and finanacial innovations assessments, design, construction management, to operations and delivery and financial performance tracking.

    Jay was recently became the Program Manager of the Program Management Consultant (PMC) Joint Venture Team for the Pure Water Southern Water (PWSC) Program. The PWSC Program is part of a mega-large initiative by Metropolitan Water of Southern California and their partner Los Angeles County Sanitation Districts to provide a new local water source that is reliable, cost effective, and climate change resilient to help meet LA Regional water demands now and for future demands. Jay will lead the PMC Team and coordinate and collaborate with both Agencies for program services and Owners Engineering needs.
