About Javier Covelli
Dr. Javier (Jeff) Covelli is a Solutions Expert at the forefront of emerging technology solutions for the Federal Government involving modeling and simulation, cloud migration, artificial intelligence, data analytics, cybersecurity and managed services. He has held management and leadership positions as a military Officer and Navy Pilot and as a technical Lead, Capture Manager and Program Manager with major corporations. He is a Certified Modeling and Simulation Professional (CMSP) and holds the internationally recognized Project Management Professional (PMP) credentials.After graduating from the U.S. Naval Academy (USNA) in Annapolis, MD with a Civil and Ocean Engineering degree, he served as a squadron Branch and Division Officer responsible for the welfare and morale of hundreds of Junior Officers and Enlisted personnel. He logged without incident over 1500 military operational flight hours and over 200 day and night aircraft carrier landings. While on active duty, he earned a M.S. in Electrical Engineering and Space Systems Engineering from the Naval Postgraduate School (NPS) in Monterey, CA. He is both a VS-35 squadron and U.S.S. George Washington (CVN-73) plank-owner, where he served on the Flight Deck and Combat Information Center (CIC), standing watch and earning Officer of the Deck (OOD) Underway and Tactical Action Officer (TAO) qualifications.After leaving the service, he worked as a Software Engineer, Systems Engineer, Capture/Proposal Manager, Project/Program Manager and Business Development and Capture Executive on military weapon systems, simulation and training systems, and Information Technology (IT) development. While working full time in industry, he earned a second M.S. degree in Industrial Engineering with studies in Simulation and Training and Engineering Management from the University of Central Florida (UCF), Orlando, Florida. He continued his studies at UCF, earning a Modeling and Simulation Ph.D. degree from the College of Science, Psychology Department, with studies in Cognitive Engineering and maximizing Human Performance.He managed Internally funded R&D (IRAD) programs and captured related Government funded follow-on projects. He served as a Chief Engineer and Group Architect – Defense Mission Group, IT Solution Architect and Chief Brand Architect for Application Innovation Services and Lead Solution Architect on multiple high visibility and high value proposal efforts including Digital Services and Analytics.
