   Provides professional advice to elected officials and appointed committees concerning the development, management implementation, and administration of policies, practices, rules and regulations for the Town; Facilitates the flow of information and communication between all elected and appointed officials, departments, employees, and citizens; Serves as Chief Procurement Officer; Serves as Personnel Administrator; Establishes working relationships with local, state, and federal officials and departments; Primary liaison with all legal counsels on matters relevant to the town; Coordinates the financial operations of the Town and, under the direction of the Board of Selectmen, prepares and manages the comprehensive annual budget; Coordinates the preparation of Annual and Special Town Meeting Warrant Articles, Town Reports, and other documents and submits same for review to the Board of Selectmen, Town Moderator, Town Counsel, and Advisory Board; Works closely with the Town Accountant, Treasurer, Assessor, Advisory Board, and Capital Planning Committee to ensure statutory compliance and internal efficiency in all fiscal matters; Serves as Grant Administrator; Provides training and support for newly elected and/or appointed officials
