Oversees and provides strategic, comprehensive enterprise-wide authority and governance over PCORI’s procurement’s program (sourcing, negotiation, purchasing) with a spend accountability of approximately $50 million. Serves as the principal, strategic expert advisor on all procurement and contracting matters. Leads a multi-disciplinary, customer focused contracting team who provides end-to-end strategic and tactical support to all departments through the formulation, negotiation, execution and administration of contracts and agreements with vendors. Leads the development and coordination of formal solicitation documentation and competitive sourcing strategies. Develops and implements the appropriate technology, internal controls, policies & procedures, compliance programs and training to achieve organizational goals and objectives. Partners with the Office of the General Counsel (OGC) in the review, negotiation and management of agreements.
