The Plans & Programs Directorate is responsible for the strategic planning and programming affecting more than National Guard members, 90 wings, and 174 geographically separated units throughout the 50 states, three territories, and the District of Columbia. It directs and oversees resource allocation for combat, fighter, mobility, command-and-control, intelligence, surveillance, and reconnaissance, remotely piloted aircraft, cyber and space forces, and basing, by analyzing and interpreting DoD and congressional guidance and directing long-range force structure planning to meet federal and state missions. It also advocates and integrates the ANG’s $10+ billion annual appropriation into the USAF and DoD’s strategic planning and program processes.

23 years of experience working within Department of War, congressional, industry, and civilian agencies to aid in the development, implementation, programming, and sustainment of multi-billion dollar contracts, operational programs, and legislative issues. Directly supported the Secretary of War, Assistance Secretaries of War, and members of the Joint Chiefs of Staff in representing the Department’s legislative priorities to Congress as they pertain to Homeland Defense & Global Security, the National Guard, White House Intergovernmental Affairs, COVID-19, civil unrest, security cooperation, the southwest border, Defense Support of Civil Authorities, Countering Weapons of Mass Destruction, and the Cooperative Threat Reduction Program. Commanded a C-40 aircraft, VIPSAM Maintenance Squadron which enabled the global engagement of White House administration, congressional delegations, and senior DoW leaders.
