About Janice Mulligan

Still loving what I do.after three decades of practicing law. Why? I am a proud member of the Lexing Network of international tech attorneys. Based out of Paris, we have members in 40 countries. I am committed to advising clients on cutting edge issues related to privacy, tech and health law. Ethical and aggressive, I am honored and humbled to have received numerous awards for my leadership, trial results, and peer reviewed publications. I love to combine teaching high tech and health law related topics and travel. I currently represent the Center for International Legal Studies (CILS) at the United Nations Commission on International Trade Law (UNCITRAL). I am the immediate past president of the Health Law Commission of the International Association of Lawyers (UIA). I am also the past chair of the ABA TIPS Cybersecurity & Data Privacy Committee, and past council member of the ABA Tort & Insurance Practice Section.Spending time with family and friends, practicing yoga and reading biographies round out my free time.

I am skilled in handling traditional claims, and I’m also passionate about cutting-edge litigation involving emerging issues including big data, privacy, AI, telehealth/telemedicine and other evolving technologies. Immediate past- President of the international bar association UIA’s Health Law Commission, I also previously served as the chair of the ABA TIPS Cybersecurity and Data Privacy Committee. I have represented patients through trial, taught at UC San Diego Health, written extensively on digital healthcare issues and lectured both nationally and internationally on both health law and health technology. I am nationally ranked in the top 5% of all attorneys in the United States for her legal skills and ethical standards. I am humbled to have received numerous trial and leadership awards for excellence in the practice of law from my peers at the American Bar Association, San Diego County Bar Association, Orange County Consumer Attorneys, San Diego Consumer Attorneys and the International Association of Lawyers (UIA). I am a proud member of the Lexing® Network of lawyers, the first international network of lawyers dedicated to digital and technology law, created by the founder and managing partner Alain Bensoussan-Avocats, a law firm headquartered in Paris, France and specializing in new technologies. In addition to representing clients all over California, I serve as a consultant, expert witness, lecturer and author.
