Founding member of small law firm specializing in land use, telecommunications and environmental law. • Environmental Litigation – lead attorney in cases challenging public agency decisions under the California Environmental Quality Act (“CEQA”). Successfully litigated one of the foundational cases in California which voided Kern County’s adoption of Measure G, an ordinance authorizing medical marijuana dispensaries, due to failure to conduct CEQA review. Also successfully litigated case to California Supreme Court, Union of Medical Marijuana Patients v. City of San Diego.• Telecommunications Litigation –counsel in numerous cases challenging denials of land use permits by public agencies, including challenges brought under 1996 Telecom Act and the California Permit Streamlining Act. Conduct discovery, draft moving papers (including Motions for Summary Judgment) and make appearances in both state and federal court. • Administrative Advocacy- Appeared before public agencies on behalf of applicants seeking land use permits and challenging zoning enforcement actions (e.g. nuisance abatement, permit revocation, etc.). Represented clients in cities/counties and before numerous bodies, including the following: Hearing Officer, Zoning Administrator, Planning Commission, City Council and Board of Supervisors. • Real Estate – Conducted title review and environmental due diligence for numerous development projects for wireless client. Successfully settled dispute between developer and property owner pertaining to prescriptive easement in San Bernardino, County. • Regulatory - Obtained Certificates of Public Convenience and Necessity (CPCNs) issued by public utility commissions in several states. Successfully represented client before Utah Property Rights Ombudsman.• Project Management - Managed zoning approval process for clients in California.
