About James B.
PROFILEImpact Investment & Development Finance Leader whose career bridges the worlds of institutional finance and public policy. Proven track record of structuring catalytic capital vehicles that mobilize private investment into underserved markets. Experience spans high-level legislative advisory (U.S. Senate), institutional asset management (AEW, State Street), and ground-up development finance (OPIC/DFC). Specialized in de-risking complex investments through blended finance structures to align financial returns with sustainable infrastructure and climate goals.AboutAs President and CEO of Broad Cove Partners, I spent more than two decades leading innovative philanthropic and \"impact investment\" initiatives. In West Africa. I co-founded and helped build Ecohomes Liberia, a pioneering sustainable affordable housing development outside Monrovia, supported by family-office capital and the U.S. Overseas Private Investment Corporation (OPIC). I helped launch Ghana’s first investor-owned mortgage company and for 13 years, served as a non-executive director of CAL Bank Limited, one of Ghana’s leading commercial banks.Deeply committed to civic engagement and democratic practice during this period, I co-founded -founded the U.S. Vote Foundation, which created the first online tools for overseas and military voters and continues to lead the way in digital civic infrastructure. In my prior role as senior advisor to Senator John Kerry, I handled issues ranging from consumer protection and small business policy to banking, trade, and anti–money laundering. I then moved to an institutional investment manager in Boston where I advised pension clients, structured asset-resolution partnerships, and led the firm into real estate investment trusts (REIT) business. Currently based in South Florida, I\'ve served as Board President of a 274-unit condominium and have seen first-hand how state-level failures in insurance, regulation, and housing policy are affecting retirees, working families, and communities across the state. I’m passionate about affordable housing development, community development finance, and climate-resilient infrastructure—and am committed to applying both my public policy background and private-sector experience to building stronger, more equitable communities. My work spans continents, but my focus is local: protecting people, strengthening institutions, and investing in the future.
