I serve as a consultant and authoritative expert to the Director of EMSSD, and other management officials regarding agency-wide emergency preparedness and response programs and plans.I develop the infrastructure to provide effective administrative support to Agency emergency programs activities. I assess the effectiveness of processes developed, and recommend or implement appropriate adjustments in collaboration with the MRPBS Management Team. I provide oversight of the APHIS Resource Ordering and Status System (ROSS) database and dispatch system used to deploy APHIS employees and physical resources to emergencies. I manage the coordination with APHIS managers and other personnel to identify/update responder information and physical resource inventory.I provide oversight of the APHIS Emergency Qualifications System (EQS) used to document employee qualifications for assignment to APHIS emergency Positions. I coordinate with APHIS managers to ensure that emergency positions and their requisite skill sets are properly identified and that employees are properly trained to ensure the appropriate emergency response.I manage the development of APHIS-wide implementation plans for the National Response Plan (NRP), National Incident Management System (NIMS), Incident Command System (ICS), and Continuity of Operations Plan (COOP), Pandemic Plan, and mission assurance. I ensure APHIS plans are in compliance with USDA, Department of Homeland Security (DHS), and U.S. Government requirements.I manage the Agency\'s ICS training program including the evaluation of training needs, development of training courses, and conducting training sessions. I establish guidelines and performances expectations for staff members, evaluating their performance and resolve informal complaints, and grievances. I develop work improvement plans, providing advice and counsel to workers relating to work and administrative matters.
