   Mr. Moore has served as the Director of the Merced County Regional Waste Management Authority since January 2023. In this position he oversees 45 employees at two active MSW landfills disposing approximately tons per year. Mr. Moore has over 41 years’ experience in engineering and construction, with the past 29 years focused on landfill operations and environmental monitoring. This work has included supervising and training employees involved in landfill operations and the construction and operation of landfill environmental monitoring systems such as landfill gas monitoring, collection, and control systems, groundwater monitoring networks, and landfill liquids management systems, in both the private and public sectors.In previous positions, Mr. Moore served as an authorized OSHA instructor for Construction and General Industry from 2009 through 2021. He was certified as a Safety Management Specialist (SMS) through the Board of Certified Safety Professionals (BCSP) from 2017 to 2022. Mr. Moore has been certified as a Manager of Landfill Operations by SWANA since 2002 and has served as a faculty member for SWANA’s MOLO course since 2009. He was the chair of SWANA\'s Landfill Management Technical Division\'s (LMTD) Safety Committee from 2008 to 2014 and then served as the chair of the LMTD Training Committee from 2014 to 2018. He currently serves as the chair of the LMTD Landfill Operations Committee. Mr. Moore served as the Region 1 Director on SWANA\'s Board of Directors from July 2018 through June 2025. He previously served as the President of the Northern California Gold Rush Chapter from 2016 to 2018 and is currently serving as the President of the Central California Sierra Chapter.Prior to entering the landfill engineering field, Mr. Moore served in a variety of civil and industrial engineering and training development positions while on active duty in the United States Air Force.
