About James Hynes
As a graduate of the University of Illinois with a degree in Actuarial Science, I have been fortunate enough to advance through the Society of Actuaries examination program as I approach attaining the level of Associate of the Society of Actuaries. The time and effort I have put into growing my actuarial knowledge have allowed me to gain employment experience working with both multiemployer and single-employer retirement plans and in the healthcare space, specifically Medicaid. In the past, I worked as an intern for Segal Consulting in their retirement practice after my Freshman and Sophomore years of college. The work primarily consisted of the drafting of client deliverables and annually submitted government forms. This included but was not limited to the ERISA 5500 Form Series, including Schedule B and 8955 SSA Forms. I became more familiar with the valuation process of pension plans through both preparing datasets and performing quality control to ensure accuracy in projected assets and liabilities of pension plans.I collected multiemployer clients\' annual valuation reports in order to perform analyses on the effects the economy has on pension plans. I was able to supplement the skills and knowledge I had attained at Segal by engaging in a pilot mentorship program with Aon focused on introducing concepts of retirement benefits and pension plans for actuarial students interested in pursuing a career within the field. The program culminated in a case study based on Lump-Sum Windows. Since I started with Deloitte, I have been assigned to the New York State Medicaid account working on the Enhanced Federal Medical Assistance Percentage, eFMAP, team. I created a framework for a report submitted on a quarterly basis to the Center of Medicare & Medicaid Services, CMS, to track the progress of over forty proposed spending activities across five different health care agencies. I was able to focus on one proposal with the Department of Health to strengthen the direct care workforce. The workforce development efforts were included in the State of the State address. I assisted in the submissions for CMS approval, calculating $361 million worth of eFMAP awards for 215 providers, and collecting data through surveys to measure the impacts of funding. My familiarity with the funding activities and workforce metrics allowed me to support the development of an evaluation plan and metrics for a state investment of over $4 billion to understand the impact on the lives of Medicaid recipients and improve future efforts.
