About James Horan

I am a seasoned Land Use and Municipal Lawyer, in practice for over 30 years. I assist my clients with navigating the complex interaction of local zoning laws, state and federal environmental review laws, building codes and other legal issues in the land use area. My experience as an engineer allows me to anticipate technical issues that may arise on development projects and helps me to interact with engineers, architects and contractors to find workable solutions.I focus on finding pragmatic solutions by working with the various agencies, clients and professionals to reach the desired result. When all else fails, I can effectively litigate issues if necessary.
